This solution is called the Simple CMS - which runs on SharePoint WSS3. The Simple CMS gives the user control over the headings, images, CSS and content of the site. They can use with SharePoint Designer or without. If the site has flash, the images or dynamic text can all be changed through a text file. RSS feeds, news, add and edit pages, image library, contact form are all included. You can manipulate the navigation, almost anything on this site.
